When it comes to budgeting, Mayor Sam Teresi believes an outsider might peg him as a fiscal conservative despite a lifetime as a member of the Democratic Party.
During the eight years he has served in the city�s top post, he emphasizes that budgets have been balanced and the city�s fund balance has gone from a $1.4 million deficit to a comfortable $2.1 million surplus � though he acknowledges that the cost of that has been tax increases and spending plans that have been less than favorable for department heads.

) 2 vie for Chambersburg Area school board seat
A semi-retired doctor will square off next month against an incumbent in the race for the Region 8 seat on Chambersburg Area school board. Incumbent Renee Sharpe ran unopposed in May's primary election, but will face competition in the Nov. 6 general election from Daniel McGehee, who filed a petition Aug. 1 to get his name placed on the fall ballot.
It's the only contested seat on the board.
Region 8 includes the precincts of Chambersburg 1-2, Chambersburg 4-1 and Chambersburg 4-2.
Sharpe was elected to the board in 2003 when she campaigned with Lori Leedy and Dave Sciamanna as part of the Team for Change. The team ultimately went on to win three of four seats they sought on the board that year.
Sharpe said she initially ran for election because she was "looking for a new challenge." She said she was an involved parent and volunteer who saw things that she thought needed changed. More>>

HONG KONG (XFN-ASIA) - Share prices finished the morning session lower in volatile trade amid profit-taking in China Mobile and property stocks, while commodity counters and Cathay Pacific Airways helped limit the market's downside. A pullback on Wall Street overnight weighed on sentiment, while some investors also used a report that China will set a ceiling on the overall amount that can flow to Hong Kong through the mainland's individual investor program as an excuse to lock in profits.
Metals, mining and oil stocks extended gains on strong global commodity prices, while Cathay Pacific was boosted by expectations that its debt servicing cost will fall due to a weakening US dollar.
Mainland airlines were mixed amid profit-taking after strong gains yesterday.
The Hang Seng Index ended the morning down 63.18 points or 0.25 pct at 25,637.95, off a low of 25,554.54 and high of 25,761.19. More>>

The Executive Board of the International Monetary Fund (IMF) today approved a three-year, SDR 71.5 million (about US$111.3 million) arrangement under the Poverty Reduction and Growth Facility (PRGF) for Nicaragua in support of the government's economic program. The decision allows an immediate disbursement to Nicaragua of an amount equivalent to SDR 11.9 million (about US$18.5 million). The PRGF is the IMF's concessional facility for low-income countries. It is intended that PRGF-supported programs are based on country-owned poverty and reduction strategies adopted in a participatory process involving civil society and development partners and articulated in a Poverty Reduction Strategy paper (PRSP). This is intended to ensure that PRGF-supported programs are consistent with a comprehensive framework for macroeconomic, structural, and social policies to foster growth and reduce poverty. More>>
